Large Organisations’ Energy Audit obligation (2015-25)
If your organisation can answer yes to either of these two questions:
- Employs more than 250 people
- Or a turnover of € 50+m and a balance sheet of €43+m An obligation to identify your energy savings opportunities applies.
To comply and avoid a Class A fine, large organisations should to be ISO50001 certified, or complete ‘high quality’ energy audits by the 10th October 2027 (assuming you qualified for and met previous obligations in 2015, 2019 and 2023).

What is happening after 2025?
As part of EU law to reduce GHG emissions by 55% to 2030 vs 1990, many new directives such as CSRD are becoming law in member states.
On the 10th October 2023 the EU Energy Efficiency Directive (EED) became EU law and must be transposed by member states by mid-2025 and complied with by the 10th October 2027.
Whilst there are sectoral approaches such as CountEmissionsEU for transport, the EED makes an independently certified Energy Management System (EnMS or ISO50001) an obligation for organisations using more than 85Tj of energy per year on average over the last 3 years.
85 Tera Joules (Tj) is roughly 24GWh or 2.4million litres of diesel, including all energy used by the organisation. Keep in the mind the aim of 50001 and this directive is to reduce your costs by reducing your use of fossil fuels.
